“Before Fill we couldn’t tell you how many consultants we had. Now our teams know in a heartbeat.

Green Cargo runs rail freight operations across Sweden. Consultants are brought in by every hiring manager independently— each picking its own suppliers, running its own procurement and signing its own contracts. The scale is operational by design, and that scale is exactly what makes consultant management hard.
Before Fill, Green Cargo had no single view of how many consultants were active, what they cost or which suppliers carried the load. Each part of the business kept its own records, and procurement was effectively re-invented in every unit.
Fill rolled out across the organization in six weeks. Central procurement set the framework — preferred suppliers, role templates, signature thresholds, audit policy. Each team kept its autonomy on which consultants to bring in and when. Fill enforced the policy in the workflow, not in a PDF nobody read.
By week four, every team’s active consultants were in Fill. By week six, all consultants had structured records, contracts and renewal dates. Procurement got a single dashboard for the whole operation.
Procurement now negotiates against total spend per supplier and market rates — not a dozen separate spends — and has rate benchmarks across the whole business.
“Before Fill we couldn’t tell you how many consultants we had. Now we know active consultants, contract health and what fair market rate means” says Green Cargo’s Head of Procurement.
